Most of the time this phrase is taken to mean `without fee due to
<software author>', not `you may not distribute if you charge a fee'.
For instance, the f2c license (/usr/doc/copyright/f2c) states:

and its documentation for any purpose and without fee is hereby

copies and that both that the copyright notice and this
