About including Motif and Qt in GPL-ed programs

I agree with Bruce and Richard's interpretations.
(Well, actually, I think it does matter whether they're dynamically or
statically linked, but this is a minor nit from the Linux point of
view, because Linux doesn't come with Qt or Motif.)
