I personally have plans to publish a book containing crypto material.
When I do that, it will not be under the aegis of the Debian project,
and no other Debian developer will be involved. I do not feel that it
would be responsible of me as project leader to place other volunteers
and the project itself at risk. I hope that's enough answer.

Regarding the discussion of how you feel about government and how you
will implement your civil disobedience, it would be appropriate for you
to move that discussion to your own list server, for the reason cited
above. Can you please do that?

Can you get your operating system fixed when you need it?
Linux - the supportable operating system. http://www.debian.org/support.html
