Virtual Console devices now chown'd by login.
login 970616-1 does a chown and chmod of the appropriate /dev/vcs and
/dev/vcsa. Programs that deal with the virtual console should depend
on that version and then they will no longer need to be suid root.
I'm not sure which programs are affected (vlock? fte? mc?). Those
programs should have bugs filed against them.
