Yes, in that the first way works, and the second doesn't.  ;-)

The pathnames in the Packages file are relative to the root directory.
If you give the wrong root directory, dpkg-ftp won't find the files.

dpkg-ftp should instead let you choose root, distribution, and
sections.  I actually made those changes to dpkg-ftp-1.4.*, but then
realized that it would be better to make them to dpkg-ftp-1.5.* as
it's already better, so I'll redo them.

I also want to add predep support (with dpkg --predep-package) and
dynamic ETA estimation.  Features!
