I would have guessed gcc. :)  But its a good 3rd place candidate after a
debuger.

Agreed.  Packaging, deployment, installation, upgrade & removal of
packages is something that tends to be more development oriented tasks
than utilitarian.  Wittness the title of this mailing list.  Should we
split most of the traffic to debian-util?
