ANNOUNCE: Japanese translation of Debian Policy Manual

Hi folks!

I'm happy to announce the availability of a Japanese translation of the
Debian Policy Manual (2.2.0.0)!

Many thanks to Atsushi KAMOSHIDA who did all the work! The translation
looks really great (but I don't understand a single word ;-) It's
