Speaking here as base-passwd maintainer: If a package like Doom needs a
uid/gid, it should create it's own in one of the available spaces
(100-999 I think, I'd have to check). If you don't want it to go around
"blindly creating users", then ask permission in the preinst script.
Fixed uid/gid numbers should only be for packages which _really_ need to
have them uniform on all systems running Debian. I don't think Doom
counts.
