Policy about shadow passwords.

Are programs expected to handle both "shadowconfig off" and
"shadowconfig on"?

The problem I just hit was that if I turned on shadow passowrds on a
machine, qmail's pop server quits working, and if I turn them off,
proftpd quits working.  Am I right in assuming that this means they
both need fixing?
