Maybe we should officialize a location (eg. /usr/local/deb-packages)
where "local" deb's are to be kept, as well as commercial packages
when there'll be some available. Then support  should be put in deity
to update the Packages files in there if the directory listing has
changed since last rebuild.

Such a mechanism would IMHO maybe encourage editors to package for
Debian...
