That wouldn't solve the problem they're trying to solve.

What *would* solve that problem, I believe, is a license which requires
that Cygnus get a copy of all modifications to the code whenever more
than $10,000 dollars is on the line for that subset of the code base.

The problem is phrasing this kind of thing in a way that's meaningful
in court.
