Hi!

Something like this should be done for the non-us section as
well. There are mainly two reasons why something would become a non-us
package:
 - export restrictions (as e.g. most encryption packages)
 - patent problems (as e.g. bzip)
I think a list similar to the other list should be made to
differenciate between packages that may not be used in the US (or
other countries suffering from software patents) and those that have
to reside outside of the US for export reasons but may be used.
