Maybe, but I'm not sure.
Depending on what the FSSTND (or its succesor?) has to say about this,
you might be able to define a section by its path from the root -
e.g. /usr/man (or actually usr/man, i.e. without the leading slash) is
"man" (or even more detailed - /usr/man/man1 for commands,
/usr/man/man3 for user libraries, /usr/man/man8 for admin commands,
etc...), /usr/doc is "doc", /usr/lib is "lib". Now all you have to do
is to supply tar(1) with --exclude and/or the particular paths to
exclude or extract.
How does that sound?
