This will certainly take care of the most obnoxious cases - Emacs
and TeX.

For this, we'd need the possibility to add more directories. A
specification like "anything from /usr/lib should go to /usr/segement/lib,
and anything from /usr/share should go to /usr/common/segment/share"
would be necessary to fit into the local setup here, for example.
