Ok, this looks like the decision we've waited for so long. 

To summerize it:

* packages with "crypto" programs go to our non-us site and have to be
maintained by someone living in a "free country" (where crypto stuff and
the export of these programs is legal)

* packages with "interfaces" to crypto programs (i.e. mailers with crypto
hooks, emacs, pipe system call, linux kernel :-) can be included in our
main distribution

Bruce, do you agree with this summary? I would like to add this to our
policy manual.

After all, mutt could be moved back to our main site.

Brian, I'll vote that this package goes into "bo" even if it's already
frozen since it was actually uploaded to non-us before the freeze dead
line. Any objections?
