The plan is still around, but before to have "testers", we need more 
"maintainers". A large number of packages are orphaned; when no package 
is orphan anymore, we'll be able to consider seriously a "tested" 
distribution. (Why bother testing a package that won't get fixed since 
it's orphaned?)
