No, the problem is that while the standard specifies that
http://localhost/doc/ must map to /usr/doc, it doesn't specify that the
way to achieve that is by putting a symlink to that effect in /var/www.
Apache does it by using the `Alias' directive, and therefor the symlink
you create is broken, as there is no doc symlink in /var/www
