defrag program

I think it was part of the distribution but it was not being kept in sync
with the filesystem implementation in the kernel and thus was dropped. If
someone's been taking care of it enough that it's been tracking all of the
recent changes in ext2fs, then it's OK to package. But:

1. Put big red warning flags all over it that people should back up their
   partitions before they use it.

2. Test it extensively.

3. Cross your fingers.

That is one dangerous program. It's possible that it should go in the
"contrib" directory if we're not 100% sure of it.
