I agree. As what I've seen from all these answers, the menu system seams
to be implemented in many packages for 1.3, but not in all.
I suggest that we add this goal to the goal list for 2.0 and have some
text incorporated into the Policy Manual after the release of 1.3.
Is this ok for everyone?
