Let's take and example: fileutils_3.15-2.deb is 334938 bytes long.
If you do something like:

cd /usr/share/locale
tar czvf tar cvfz whatever.tgz  `find -name fileutils.mo`

you obtain a file which is about only 65 Kbytes long.
For textutils, this file would be 91K bytes long (more or less).

Does this worth the effort of changing the debian/rules file for
fileutils? IMHO this would not help very much. Moreover, this way you
would only help english-speaking Debian users ;-)

Maybe for really huge packages like CLISP there would be a real save.
