I expect Martin is connected via WiN ("german research network") ... at
least as worse as both:

I can provide ftp-accounts to build a german upload-queue to master (no
shell-accounts, sorry). The machine-name is "www.shop.de" (but I have a
free IP-address if it should get a name like "guq.debian.org"):

100 packets transmitted, 99 packets received, 1% packet loss
round-trip min/avg/max = 276.5/439.0/656.2 ms

Shit, the last packet got lost! My provider is "GTN".
