it is certainly the case that FSF policy on man pages is "if you can
find a maintainer for a man page, include it, but if it becomes out of
date, drop it rather than having it be wrong."  FSF documentation is
standardized on texinfo format.  Thus, many packages (like autoconf)
simply don't have man pages and aren't going to.  Other distributions
handle this by having man fall back to info...
