The situation with Perl is regrettably somewhat unclear.  It will
become clearer when Perl has been split into different packages for
its base (Essential) and non-base components.

Perl will work fine even before its postinst has been run (or the .deb
installed), but most attempts to `use' or `require' things will not
work.

No Essential package should ever be in an unworking state, because
then (by the definition of Essential) the system would be unfixable.
