See section 8.5.1. Replaces: *without* Conflicts: does exactly what I
said. Automatic removal is Replaces: *with* Conflicts:, 8.5.2.
No Conflicts:, no removal.
Replaces: is there to suppress errors - about overwriting files without
Conflicts:, or about removing packages with Conflicts:.
