Bug#4471: isp-ppp doesn't conflict with ppp

Version: 2.2.0f-1
IMO this should have a `Conflicts: ppp' line in its control file so that ppp
is removed by dpkg. As it is right now some files of ppp remain and a
re-installation of ppp will overwrite some files of isp-ppp. And I take it
ppp doesn't have a `Replaces: isp-ppp' line.
