Bug#4401: rcvtty doesn't work properly...

rcvtty looks for utmp in /etc/utmp, rather than /var/run utmp, which
causes it to fail. This can be worked around by making a symbolic
link, but that's an incorrect solution. It should be checking
/var/run/utmp for a utmp entry.
Also, after fixing that problem, it will not work without the "-biff"
option. I suspect that this indecates a mismatch between the
permission bit(s) it checks, and the permission bit(s) that mesg sets,
since it never attempts to notify the tty.
