new 'older' files on ftp.debian.org?

Hi everyone (and Matthew Bailey in particular:-)

It seems that ftp.debian.org's files have been refreshed (well, my mirror
here is getting a lot of the debian-0.93 stuff as we speak) and this is
causing me to reget the files which are already here with another date.

A solution is to add get_newer=false, but this shouldn't be necessary.  Are
the files being refreshed at masters end too?
