OK.  I was unsure what to do because the pacakges were made from a
cygnus/gnu-win32 -specific version of the upstream sources, and I
didn't want there to be confusion with the standard GNU versions
(which have the same number).

I've made up a set of version numbers for win32binutils and win32gcc
loosely derived from the upstream sources.  Since win32libs has no
upstream source version except for "cygnus-win32 beta 13", I've chosen
a low number to make the number more likely to increase monotonically
when there is a real upstream version number.
