Bug#2149: Bug, man/manpages testing suite/protocol.

Symptom: Numerous error messages when "compiling" the man files with:
"groff -mandoc -Tascii *" (| or > ...)
for each of the .../man/man? directories.
(The groff "-" parameters are from the Linux Printing-HOWTO,
section 2.6 "*roff, man pages".)
Bug: Is the documented groff command,
with the documented man/manpages pertinent parameters,
included in the testing suite/protocol
for the entire set of man files/pages
for each man/manpages release?
