There ought to be a way. After all, dselect already knows to install
*some* stuff in advance of the rest (libc is one of these, I think).
I understand this is usually done with pre-depends. So I suspect our pre-
depends aren't quite right. I also suspect dpkg still has some problems
with dependancies changing between package versions (that is, when to
apply the old dependencies/provides/..., and when the new).
