Is /bin/editor supposed to run in text mode or under X?

If text mode: If I'm running a pure X system, am I going to
have to install a useless text mode editor just to fill some
depency?

What if I am using MGR?

I think we should leave this problem to the user. Applications
can use /bin/ae as a fallback, even if ae isn't an essential
package, and if that doesn't work, they're supposed to give a
useful error message anyway.
