Your footnote about deb(5) is in the wrong place, surely ? I think
that this ought actually to be part of the main text, perhaps at the
end of the paragraph `In the future ...'.
Your example for extracting the copyright file
dpkg --fsys-tarfile filename.deb | tar x0f usr/doc/filename/copyright | less
should have the the letter O here ^ instead of the digit 0.
The verbatim bit of compilation options at the top of policy 4.1 looks
like you wordwrapped it :-).
The new text about shared libraries in policy 4.1 is much better.
Your new paragraph about not using absolute pathnames in maintainer
scripts is good. It might even be strengthened: any program that one
would expect to be on the PATH should be invoked without an absolute
pathname. Maintainer scripts should also not reset the PATH, though
they might choose to modify it by pre- or appending package-specific
directories. These considerations really apply to all shell scripts.
