compiling `hello'

Hello.
It seems that `hello' source is broken, or dpkg-buildpackage (from
dpkg-dev 1.4.0.3) has an important bug. As a normal user (no root
privileges), I do:
dpkg-source -x hello_1.3-13.dsc
cd hello-1.3
dpkg-buildpackage -rsudo
[ ... ]
It actually ask me the password to become root, and files are actually
created root.root under debian/tmp, but at the end:
[ ... ]
dpkg-shlibdeps hello
dpkg-shlibdeps: failure: chown of `debian/substvars.new': No such file or
directory
Now I'm in doubt: Is this a hello bug or a dpkg-buildpackage bug? Or
something else I've missed?. Am I the only person unable to compile
`hello'?
