Some more ideas what the Manager could do:
We could have some configuration settings that would allow
the administrator to choose between strategies on how to install these
special binaries:
install Install binaries with special permissions.
No questions asked
Prompt Ask first if a package tries to register a binary and
offer to accept/fail or put inactive into /etc/suid.conf
Off Permissions are entered into /etc/suid.conf but not
activated until the administrator has reviewed
/etc/suid.conf
Fail Installation of any package with suid bits fails.
