Bug#5356: dpkg-ftp update needs small change

I wrote on debian-devel, and then Ian agreed, that dpkg-ftp's update
needs to:
1. first do "dpkg --clear-avail" before updating the availability
lists with the ftp'd Packages files.
2. run "dpkg --forget-old-unavail" at the end to forget about any
uninstalled obsolete packages.
