It must be possible to issue a request for enhancement.  Currently,
our bug reporting procedure is the only way to do that.  While Dominik
Kubla is correct that *this* example does not affect the usability of
the system, there are many RFEs which do.  Perhaps we need a category
of bug report which suggests that the RFE is on the to do list, but is
not an actual bug.  Would this be an addition to the bug handling system?
