Bug#5257: talk won't start up ...

I can't seem to get talk going. I can receive talk requests from other
hosts (i.e. I get the message on my terminal), but I can't respond.
When I start talk, whether initiating a connection or trying to respond,
it bails out, giving the error:
[Couldn't bind to control socket : Cannot assign requested address (99)]
on the top line of the terminal.
I had some considerable trouble installing the net stuff when upgrading in
August. Previously I had a setup which was over a year old, an old a.out
system. It took a lot of fiddling to get biff/comsat to work - I can't
remember how I managed it in the end - but anyway, it's possible that this
is all a setup problem here, I suppose ...
