Bug#5249: sysvinit installs copyright in wrong place

Version: 2.66-1

Sysvinit installs it's copyright file in /usr/doc/copyright/README.
This should be either /usr/doc/copyright/sysvinit, or preferably
/usr/doc/sysvinit/copyright
