No, it doesn't. You have to set the PATH before you call it, if it was
hardcoded into sulogin there would be no way to override it. However,
sulogin is called in 2 ways:
1. from /etc/inittab (runlevel S)
2. from /etc/init.d/boot
Both init and the /etc/init.d/boot script now put /sbin and /usr/sbin
in the PATH environment variable.
