Bug#5047: cfengine's doc didn't run through texi2dvi

Hello Brian,

cfengines doc didn't run through texi2doc, the doc/Makefile didn't work.

Makefile: There is a line

        echo 'rescanning' || tex ...

or similar.  I'd assume it should read 

        echo 'rescanning' && tex ...

Perhaps you should use `texi2dvi'.


* The *.texinfo file contained an empy index entry (near `@cindex
  Processes, 0 to 3').

* The *.texinfo file has divergencies between the @section
  statement and the @xref statements for {NFS resources}.  {NFS
  resources} isn't a section.  (See near `@node NFS resources',
  if you change the following `@section Cfengine's view ...' to
  `@section NFS resources' all will go smoothly towards a dvi file.
