Bug#5046: ppp 2.2.0f-15 should say it changes files locations

I think it would be nice if the ppp postinst could check wether it is upgrading
from a version that used /etc/ppp/chatscript and /etc/ppp/options only, and
tell that the files now are /etc/ppp.chatscript and an additionnal file
/etc/ppp.options_out (I assume /etc/ppp/options is still read, right?). It is
confusing to upgrade to the latest package and see PPP stop to work because
it tries to dial <insert phone number> or something like that...
