Bug#5031: sshd doesn't support shadow passwords

This package doesn't support shadow passwords.  All the necessary code
is already there in the source, it is only necessary to convince the
configure script to define HAVE_ETC_SHADOW (hack it a little, or just
build the package on a system where the /etc/shadow file exists; empty
file should be enough).
