   Some perusal of the man pages for "ci", "co", and "rcs" is required.
   Be sure to check the file out with "co filename" after you check in
   an edit.

Normally, you can achieve the desired effect by giving the -u flag to ci when
checking in.  This leaves an unlocked copy in place, just like "co filename".
