Bug#4781: arp breaks existing software

The arp program included in netbase does not behave as expected. If you
use the command line
arp HOSTNAME
on all Unices i checked (HP/UX, Solaris, DEC-Unix, AIX, NetBSD) the following
will be returned:
HOSTNAME (nnn.nnn.nnn.nnn) -- no entry
or
HOSTNAME (nnn.nnn.nnn.nnn) at nn:nn:nn:nn:nn:nn [ENCAPS]
or
HOSTNAME (nnn.nnn.nnn.nnn) at nn-nn-nn-nn-nn-nn [ENCAPS]
ENCAPS is not always present, depending on the encapsulation and the system.
The Debian arp instead answers with the usage information. This behaviour
breaks existing software (eg. xrsh from the X11 contributed software).
