Bug#4777: wtmp missing

   This is not an error. If the file is not present, an app should not
   use this. This is local sysadm policy.

this is my point: why is wu-ftpd trying to use a file that is not
included in the basis installation of debian.  either the file should be
created when wu-tftp is installed or wu-tftpd should not try to use it
at all.
