Bug#4768: pcmcia-cs should use CONFIG_MODVERSIONS

The package should use CONFIG_MODVERSIONS to be independant from the kernel
version. In addition it should not shut down PCMCIA services unconditionally
while upgrading: one might use NFS vie PCMCIA-Ethernet adaptor!
