If one would transfer the root-system from the installation to be the
initial root-system on the harddisk then you would have quite a bit of
functionality already and saved a lot of space. That functionality could
be used to bootstrap the rest of the packages.
Plus you could chroot to the new root and could install packages without
having to reboot.

One could take dpkg as it is now and put it into the root-system. Problem
is with the initial packages. They have very limited functionality
although the presence of the installation root should help quite a bit.

That is an interesting idea.
