Bug#4734: perl has many files with incorrect permissions

There are many files in the perl distribution that are not world readable:

-r-xr-x--x   ...        309 Jul  1 14:23 /usr/doc/examples/perl/down.gz*
-r--r-----   ...        348 Jul  1 14:23 /usr/doc/examples/perl/dus.gz
-r--r-----   ...        681 Jul  1 14:23 /usr/doc/examples/perl/findcp.gz

May I suggest doing a "chmod -R go=rX debian/tmp" once all the files have
been placed.  This will make every file world readable and set the execute
permission if it is a directory or executable by anyone (very handy, the "X"
option).  If there are files that for some reason should not have their
permissions set this way, they will either have to be reset or the 'chmod'
command must run over specific directories.
