Maybe so ;-)

There ARE packages that have no depends. Almost any package that is
architecture independent probably has no depends.

I did some analysis of the packages in rex a while ago and found many
packages with no depends field. Although some of them "should" have had
libc5 in their depends, many more seem to be correct in their lack of
dependency.

I don't see this as a bug in dpkg.
