I absolutely agree with Dirk on this. IMO the best way is to ask in the
postinst whether or not to start ppp. I did that in my watchdog package and
I believ it works well. According to the input you make during installation
the script /etc/init.d/watchdog is adjusted to set run_watchdog=1 resp.
run_watchdog=0
